Fraud Investigations Community Service Officer – Part-Time 

Job Summary:

Fraud Investigations Community Service Officers are non-sworn employees of the Police Department. Job duties include investigating fraud cases, gathering evidence, analyzing data, reporting findings, collaborating with detectives/legal, staying informed on laws and regulations, testifying in court, advising organizations, conducting risk assessments, and maintaining confidentiality.

In the event operational needs dictate, this position may be required to rotate to patrol and perform the duties of a Patrol Community Service Officer. Patrol Community Service Officers are uniformed, non-sworn employees of the Police Department. Duties include assisting citizens, investigating incidents such as lost/found property, non-injury traffic accidents, misdemeanor thefts, and working at the Front Desk of the Police Department. The incumbent is responsible for enforcing municipal ordinances on a limited basis, generating reports, documenting actions and taking phone reports, assisting the department by directing traffic when necessary, transporting vehicles for repair, assisting with school crossing guard duties, working with community and neighborhood groups, and transporting dispatch tapes. The incumbent must be able to write clear, concise, and accurate reports, and have excellent communication and customer service skills in dealing with citizens, business owners, vendors, and coworkers. The incumbent may be required to testify in court.

TESTING: Selected applicants will be required to take a drug test, ErgoMed physical evaluation, polygraph, and thorough background investigation prior to employment.

Experience, Knowledge, Skills:

Required:

  • High school diploma or equivalent.
  • Must be 21 years of age by date of hire.
  • Must possess a valid driver's license as well as a good driving record.
  • One (1)- three (3) years' recent experience working with the public especially in difficult situations.
  • Demonstrated excellent customer service skills.
  • Spanish/English bilingual speaking skills highly desired.

Preferred:

  • Understanding of laws related to fraud, forgery, and financial crimes.
  • Familiarity with accounting principles, financial statements, including credit card data, digital financial statements, and auditing processes.
  • Knowledge of methods and tools used to identify and analyze fraudulent activities.
  • Awareness of standard investigation protocols and best practices in evidence collection and preservation.
  • Understanding of cybersecurity measures and digital forensics relevant to fraud investigations.
  • Ability to analyze complex data, detect patterns, and identify anomalies.
  • Proficiency in evaluating situations to make informed decisions and solve problems effectively.
  • Strong written and verbal communication abilities to present findings clearly and effectively.
  • Capability to interact with various stakeholders, including victims, witnesses, and law enforcement.
  • Attention to detail is crucial for conducting thorough investigations and ensuring accuracy.
  • Skill in gathering and synthesizing evidence from various sources.
  • Ability to handle sensitive information with discretion and integrity.
  • Capacity to manage multiple cases and meet deadlines efficiently.
  • Flexibility to adjust to new information or changing circumstances during investigations.
  • Ability to use investigative software and tools for data analysis and reporting.

Essential Functions:

  • Communicate in a face-to-face, one-to-one setting, using a telephone or in a group setting.
  • Comprehend and make inferences from written material.
  • Produce written material with clearly organized thoughts using proper sentences, punctuation and grammar.
  • Enter data or information into a terminal, PC, or keyboard.
  • Learn job related material through verbal instruction, observation, lectures, and/or reading.
  • Conduct inquiries into incidents of fraud and analyze documents and transaction records.
  • Collect and document evidence through interviews and financial records.
  • Evaluate financial statements and other data to identify irregularities or fraudulent activities.
  • Prepare detailed reports of investigations and present findings.
  • Work with detectives and/or city attorneys to assist in criminal cases related to fraud or forgery.
  • Keep up-to-date with laws, regulations, and techniques related to fraud and forgery.
  • Offer recommendations to organizations on fraud prevention and detection strategies.
  • Evaluate vulnerabilities within organizations' systems to minimize fraud risks.
  • Ensure that all information related to investigations is handled discreetly and in alignment with legal standards.


Work Environment and Physical Requirements:

  • Frequent contact with the public sometimes facing adverse situations with citizens.
  • Work schedule includes evenings, shifts, holidays, and weekends.
  • Required to drive a City vehicle in all weather conditions.
  • Exposure to all weather conditions.
  • Coordinate the movement of more than one limb simultaneously (e.g., operate a motor vehicle).
  • Communication skills enough to convey information verbally and in writing.
  • Perform physical tasks necessary to apprehend loose animals.
  • Must be able to hear and speak on the radio and telephone.
  • Must be able to lift and carry at least 40 pounds.

Occasional travel locally to site visits; possible travel to training and certification opportunities.
