What You’ll Do

As our Investigator / Mediator, you’ll take the lead on cases that directly impact Oregon consumers. You will:

  • Investigate reports of illegal or unlicensed landscape work

  • Gather evidence, interview involved parties, and prepare clear written findings

  • Educate licensees, local governments, and the public on Oregon’s landscape laws

  • Provide neutral mediation to help resolve disputes and guide parties toward fair outcomes

  • Coordinate contract investigators and participate in multi‑agency investigative work

  • Present evidence in administrative hearings or legal proceedings when needed

  • Support agency planning, enforcement, and program development

This is a highly independent, hands‑on role. You’ll collaborate with partner agencies, engage directly with the public, and help uphold fairness and accountability across the industry.

What We Are Looking For

Minimum Qualifications:

Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court.

Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.

College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.

Preference Statement:

English/Spanish bilingual skills are preferred. Applicants with Spanish language abilities—whether fluent or still developing—are strongly encouraged to apply.

Desired Attributes:

  • Demonstrated ability to analyze complex information, identify key issues, and develop logical conclusions or recommendations.

  • Proven experience preparing clear, well‑organized written materials and communicating effectively with diverse audiences.

  • Documented experience conducting investigations, complaint reviews, or fact‑finding activities, including interviewing, evidence gathering, or case documentation.

  • Evidence of working independently while making sound, well‑reasoned decisions in situations requiring judgment.

  • Experience managing conflict or facilitating resolution between parties in a professional, neutral manner.

  • Demonstrated ability to organize work, track multiple cases or deadlines, and manage competing priorities effectively.

  • A record of work that reflects commitment to fairness, compliance, public service, or regulatory processes.

  • Experience building and maintaining effective working relationships with colleagues, partner agencies, stakeholders, or community groups.

  • This recruitment is for one permanent, full-time, unrepresented Investigator 3 position, and may be used to fill future vacancies.  

  • Employee is required to possess and maintain a valid driver’s license issued by the state where the employee resides.

  • *The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
